In response to my tidbit about Ceres pumping its waste to Turlock, Loyd said: "This is interesting considering at one time, Ceres CA, had the number one waste treatment facility in California. They experimented with growing elodea to eliminate waste odors and was even given awards. But due to improper city management they have exceeded the growth potential of their local utilities.
